According to my interpretation of the rules, a Tiny creature within the space of a Medium creature is considered "adjacent" to that creature, and since 4 Tiny creatures fit in a single, Medium square, it's relative; ergo, Wingtip would be flanking with any other PC adjacent to the creature whose space he would be sharing, but the other PC would not be considered flanking.
Does this sound right?}

Feeling a little stuck and cursing his tactical positioning Dacian closes his eyes and taps into his elemental ancestry, embracing that which he once was many lifetimes past. His body becomes translucent and ripples flow across the surface as if he is made of water.
Flowing forwards towards the panther he flattens himself against the pillar, becoming nothing more than a large puddle, flowing on past the creature to reform into his more accustomed form, directly opposite Wingtip & Vold.
Nodding knowingly at the hulking Minotaur, he raises his shield and prepares for whatever comes next.
"Time to crush some cat skull my lop-horned friend!"
{Move Action: Swiftcurrent - shift up to my movement, ignoring difficult ground and harmful terrain features, may pass through enemy squares}
Standard Action: Commanders Strike - Vold makes a basic attack vs the panther with +4 damage (and flanking this time)}
Dacian moves E, E, S (3 squares) to H11

Runeblade crawls away from his attacker, surrounding himself with allies; he draws his ready crossbow, infusing the weapon with his magicks. The bolt flies true, blasting the last Beast into nothingness, and a surge of arcane empowerment fills his nearby comrades.
