I'm wending my way through the Critical Hit shows. Great job so far. I'm curious about how Daily Powers are being used in the campaign:

As I understand it, Rodrigo-style Dailies work like this: no matter how many Daily Powers a character has (spread across Powers and Items) you can only use a single Daily Power in the period between Extended Rests, otherwise known as a "day". Is that correct? Is this a Rodrigo House Rule? If so, more power to him (his game, his rules). If not, could you direct me to where this is written?

I have read and re-read the 4e books and I can find no ruling that explicitly states, that for all classes, you can only use one of your Daily Powers a day. I've also looked over the Powers by Level chart (PHB, pg.29) and it lists "Powers Known by Level." Nothing is said about knowing a variety of Daily Powers, but only being able to use one per day out of the number you have available. I do know that some classes get two (or more) Daily Spells, but can only choose one of them to use on a given day (i.e. Wizards).

I've always played it as written in the PHB: "A daily power can be used once per day." I've allowed my players to use as many Daily Powers as they have, but each one only once per day. And limiting usage of things like Daily Spells to whatever rules the class states.

This is not what's going on as far as I can tell. Players can use more than one Daily per day, (though not the same one). For example, Matthew has used Cometfall Charge (Lvl 5 daily) and Comeback Strike (Lvl 1 daily) in a single fight.

However, there is a limit to the number of item Daily Powers allowed per milestone, so maybe that is what you mean?

Yeah I'm pretty sure any times Rodrigo has stopped someone from using a daily power is because it was either Stephen trying to use both dailies from his class feature(early on) or someone using multiple item daily powers in the same encounter which happens frequently. It's too dark right  now to look up the page number but I'm sure someone can look it up, but it only applies to magic item powers of which you get one per tier per milestone.

Exactly what the others have said. Daily attack/utility powers can each be used once per day (with the exception of the wizard, who only has access to half of them for any given day). Daily item powers are all lumped together into one pot, and a player may only draw from that pot once per day. When a player reaches a milestone (two encounters in the same day- combat or skill challenge), they gain the ability to pull from that pot again.

These are the 4E rules as printed (PHB 54, 226).

On a side note, Wizards actually revisioned the "one item power per day" rule. I can't for the life of me find the original article on their site, but it was published sometime in the summer of 2010. So basically the official rules says that you can use as many daily item powers as you want and they trust the GMs to give the players a fair amount of magic items.
Personally I have always used this as a house-rule anyway and it has worked quite well for me, it prevents players from saving one daily item in fear of having to use another item later and thus never using any items at all.

Yes, I believe this is correct, unfortunately I found out about this very recently, so what with our recording schedule you will not hear this being implemented for quite some time.

I understand this rule change goes together with the new items categorization, whatever they called it.
As characters can only have few rare and uncommon items the rule change made sense, balance wise.
