I will have to find my own copy to double check but I think that was Glorith as the Time Trapper.  Shortly after 0 hour she was no longer in that position.

There's a slightly better than usual look at her in Resurection Man, as she hides behind a tree while he runs through the forrest. She has creepy long fingers.
My reckoning is that she is one of two things: a fallback in case this reboot falls on it's ass, or she's the beginning of the next big crossover. Hopefully the latter.

Okay view of her in Batman, which was freaking awesome! Detective felt more like Detective, and vice versa, from what I think of as being stories for those individual books.

Uh, I'm pretty sure The Mirror from Batgirl #1 is meant to be a dude, and his costume is black, not purple, so I think they made an error on that one.

I'm thinking its got to be bigger than some obscure character that no one knows about.

DC is getting a bunch of new readership our of this. New readers aren't going to be impacted if the red hooded figure is just some throwaway character that was dug out of the trash. The red hooded figure (are we even sure that its a woman?) needs to be someone that would be recognizable to some extent to some form of the majority. If it IS just some new or old and new again character it will fall flat compared to rocking an A or B lister in there.

So who are we missing from the new 52 who is popular enough to get their own book (maybe) that could make sense in the context and isn't being used as of now?

It would have been really clever if she had been around for years. Like, if back in some random issue of the Marv Wolfman's "New Teen Titans" or an old "Justice League: Europe" we could go back and realize this same woman was tucked into a panel.

That would be a mind-blower.
