Time between posts

I noticed during a recent maintenance check that the timer between posts had been reset to 0, which probably explains why some of the spam has been getting through.  The time between posts has been reset to 30 seconds.  This should prevent spambots from blasting the forums.  There's no doubt spam will still get through, but this and the new growing ban list should help.
