Forgot the name of a Sci-fi book

I read a book a long time ago, and I know I still own it somewhere, but for the life of me I cannot remember what it was called.

The book was somewhat based around the universe being made up of Quantum Clouds that drifted through it. Within these clouds, different rules apply. For example, in one cloud, magic exists and science stops work. Another cloud, everything is based on prayers.
It kind of explained why Earth supposedly had magic at one time.

I remember a few things:

Book starts off with shuttle engine and life support suddenly stops working.
Shuttle crew is rescued by someone.

There was a scene where they jumped out of some sort of craft with backpacks that could instantaneously convert momentum into energy, keeping them from crashing into the ground.

There was a planet or space station, or something similar, that was constantly on the boundary between multiple clouds, so every so often, when a cloud shifted, they would systematically swap out lighs/clocks/vehicles and other things.

This has been bothering me for the last decade or so, and I know I did not just dream it up. Please help.
