Actually, as a +3 wand you gain:

+3 to attack rolls
+3 to damage rolls.

Then with the Flame Wand bonus, you would gain ANOTHER +1 to fire spell damage rolls. Making it a total of +4 damage to fire spells.

...also, don't copy word for word...

Now that im asking noob questions anyway. Does the +1 dmg for useing versatile weapons 2 handed come in last or first when you add up damage?

Example
2W+strength (with longsword 2 handed)
is it (1d8+1)x2+strength or (1d8)x2+strength+1  Huh

I believe he is talking about the Fire Wand +1 which is a level 3 item.

So to answer the question:  yes, you get a +2 to damage with fire spells.  The property of an item is always in addition to what the enhancement says.

I think penalties make sense if your going so far as to make Vampires a race.

They blew away their claims to a fair balanced game ages ago.

Doesn't mean I can't disagree with them for it.  It is the reason why I haven't bought anything for D&D since Primal Power.  I would much rather they go back to a sense of balance, because honestly they aren't far from it with the new stuff, just missing the mark.

I still think @landis is right.
You should nerf the bonuses and take out the penalties.

This class was only made for the vampire class.

... and yes, the penalty should have been "½ your lvl" or even "50%" flat.

The whole "Dungeon Delves" book have some real nice encounters.
I really think most pre-gens are pretty awsome. I use them in my own campain. Meaning that I take some of the encounters from "Rift on the Shadowfell" and others and just mix them around and change them a bit up.
Workes fine.
