It was that they had no premise that would really relate to Robin. It would be like doing a story of Bruce Wayne before his parents were killed or Barry Allen before getting chemicals spilled on him. They were normal people, living normal lives. How would it be different from any other teen, coming of age show? Smallville worked because Clark had fantastic elements in his life from birth. He's got a link to his future as Superman from the day Krypton exploded and his ship arrived on Earth. For Dick, all they have is a name and none of the fantastic elements.
