I wasn't much of a Rouges fan, but I have paid more attention to Flash's enemies through Geoff Johns's work. This reminds me of a more criminal version of the A-team, Dirty Dozen, or Reservoir Dogs. They didn't buy into the united church of badguys under Libra for their own reasons, so I guess they're content with just being Rouges. I always thought of them as similar to Spidey's gallery. Mostly just regular crooks with a corny gimmick(The Riddler x 5 basically). Not here, though. These guys have some issues...kind of like a fraternity or brotherhood(honor among thieves and all). I'd rather they invite Abra-Kadabra back to round out the 5 since the new Capt. Boomerang works for the "good guys" now... Good review.
