Or is it both? And Smith's book shouldn't see delays. DC has experience with his DDD issues and knows to wait until the scripts are ready before putting an artist on them, let alone putting them on the schedule. Not that there should be any worries; after the ZACH & MIRI final cut is ready for print, he doesn't have any major projects greenlit. Oh, and if Barry Allen Dead means what it does these days, Ted'll be back, hale and hearty, before you know it.
