Example: All X-Men are drafted to become Avengers, as a result of the Avengers v.2 #12 The nations can use the existing resources, but not make any more superhumans. If you're not affiliated with the X-Men, then you're not forced into it. Thus, the X-Men start being treated like grunts, doing all the menial or brutal work. Ultimately (no pun) they rebel, decide this is crap, and become outlaws. I don't know, stuff like that. I was kind of hoping to see more deviations from the 616.

Example:
