I am sure everyone here has experienced being bullied or picked on in your youth. What would you have done if you were born with a special power in those situations? My second choice would be getting powers by an accident. But, really how many people have been to a lab where they are working with radioactive elements. My favorites are ones like Green Arrow, Hawkeye, Blue Beetle, etc. But, since that option is not here, I go with Magical. In a well constructed world with magic laws. You must have boundaries.
